Open multiple windows of IPA

I like the ability to open multiple windows of IPA so I can see a side by side view of the Teaching Preferences by both "Instructor' and 'Course'.

For version 1.0 we'll leave this functionality out as one can always open two browser windows to accomplish it.

Please bring it up after 1.0 ships if you'd still like to advocate for it.
