I need to be able to enter an instructor's name...

I need to be able to enter an instructor's name that isn't in PPS. I have an instructor who actually is a UC Santa Cruz employee. To hire them we do a multi-location agreement. This also means he won't be put into PPS. Payroll folks, behind the scene, work with UCSC to get him paid for the work he does at UCD. I can't add them to the People workgroup since he's not in PPS, which means I can't add him anywhere else, including the activities view.
