Student Support Teaching Qualifications

Add the ability for a department to add a short explanation of what information the department is looking for in the teaching qualification box.

Hi Brad,

Thanks for documenting this. In our initial review, at least one or two other departments implemented that additional explanation in their paper forms, seems like a useful idea.
